Over medium-high heat heat the vegetable oil in a wok or skillet.
Add the minced garlic and ginger, and sauté for about 30 seconds until fragrant.
Add the green beans to the wok and stir-fry for 3-4 minutes until they start to blister and turn bright green.
In a small bowl, mix together the soy sauce, rice vinegar, sugar, salt, and white pepper.
Pour the sauce over the green beans and toss well to coat. Continue stir-frying for another 2-3 minutes until the beans are tender but still slightly crisp.
Drizzle the sesame oil over the beans and give them a final toss.
Move the green beans to a serving dish and adorn with toasted sesame seeds for a flavorful garnish.
